Ex-Oregon State Police Union Head Who Faked Donations In Name Of Woodburn Bombing Victim To Pay Ethics Fine

The former executive director of the union representing Oregon State Police troopers and sergeants has agreed to pay $700 in civil penalties for using the union credit card for personal expenses, records show.

Darrin Phillips, 58, a former senior trooper who led the union, pleaded guilty last year to two counts of first-degree theft and was sentenced to two years of probation under the plea agreement with prosecutors.
